Allows qualified electors to register to vote and cast a ballot on election day at a designated location established by county election commissioners.

Requires same-day registrants to present photo identification and proof of residential address (such as a utility bill dated within 30 days of the election) and declare under oath they have not previously voted.

Election day registration ballots shall be marked as such, placed in special envelopes with an affirmation signed by the voter, and counted using the same procedures as absentee ballots.

County election commissioners must check the Statewide Elections Management System to verify applicants are not already registered before admitting them as qualified electors and sending registration confirmation notices by first-class mail.

Secretary of State shall promulgate rules and regulations to implement same-day voter registration, and the act takes effect July 1, 2023.
