Authorizes school districts with "D" or "F" accountability ratings to collaborate with local community or junior colleges to establish a Summer Youth Training Employment Program for rising sophomore students (those who completed ninth grade)

Requires the program to include three mandatory components: soft skills training (time management, teamwork, communication, conflict resolution, etc.), personal living skills (job searching, applications, interviews, financial responsibility), and education/academics guidance (career assessment, postsecondary options, trade and degree programs)

Awards students who complete the program with a certificate of completion and permits school districts to offer stipends as financial incentives if funding is available

Appropriates $2,000,000 from the State Legislature for program operation and encourages districts to seek additional funding from public or private sources
