Requires counties and municipalities to compile and maintain lists of available jobs with detailed descriptions, distribute lists to high schools by March 1 annually, and publish on their websites.

Mandates parental consent and liability waivers from students and parents before employment begins.

Allows counties and municipalities to accept public and private funding for program administration and student wages, with priority placement given to students from households with greatest financial need when applicants exceed available positions.
