Increases annual compensation for state service employees effective July 1, 2023, with tiered amounts based on gross annual salary: $2,500 for employees earning up to $25,000; $1,500 for those earning $25,001-$35,000; $1,000 for those earning $35,001-$50,000; and $500 for those earning over $50,000.

Directs the State Personnel Board to adjust the Colonel Guy Groff State Variable Compensation Plan to implement the salary increases.

Limits salary increases so no employee's compensation exceeds that of their agency's executive head; affected employees receive an increase only to match the executive head's compensation.

Requires the State Personnel Board to amend job classification end steps as necessary to ensure all employees can receive their full entitled salary increase.

Appropriates necessary state funds to cover the compensation increases.
