Brings forward Section 27-19-89 of Mississippi Code for possible amendment, establishing penalties for operating vehicles without proper permits on public roadways

Establishes penalties for nonresident vehicle operators without permits: 500% penalty plus full permit fee for first offense; 25% penalty plus pro rata annual tax for second and subsequent offenses

Creates tiered penalty schedule for vehicles exceeding legal weight limits, ranging from $10.00 minimum (1-999 pounds over) to 11 cents per pound (11,000+ pounds over the legal limit)

Modifies harvest permit violation penalties effective July 1, 2023: increases threshold to 88,000 pounds with graduated fines up to $1,500 for 92,000-100,000 pounds, and $2,500-$3,500 for violations over 100,000 pounds with potential 30-day permit suspension

Directs all fines and penalties collected by the Department of Public Safety for weight violations to be distributed quarterly to counties based on collections, deposited into each county's road and bridge fund
