Extends the repeal date of Mississippi Code Section 27-19-81(4) from July 1, 2023 to July 1, 2025, continuing the harvest permit program for two additional years.

Maintains the harvest permit system allowing vehicle owners/operators hauling sand, gravel, woodchips, wood shavings, sawdust, fill dirt, agricultural products, bulk feed, wood pellets, or unprocessed forestry products to obtain permits from the Mississippi Department of Transportation.

Keeps the harvest permit fee at Twenty-five Dollars ($25.00) per permit with a one-year validity period, with fees distributed quarterly to counties for road and bridge fund expenditures.

Continues permit restrictions prohibiting operation on the federal interstate system and highways designated by MDOT as unable to carry more than 57,650 pounds gross weight.
