Creates a Joint Legislative Study Committee on the Electrification of Transportation to develop a comprehensive statewide plan for electric vehicle infrastructure, economic preparedness, transportation funding, and market development in Mississippi.

Committee composition includes 4 Senate members (appointed by Lieutenant Governor, including Transportation and Energy Committee chairs), 4 House members (appointed by Speaker, including Transportation and Energy/Public Utilities Committee chairs), 3 Transportation Commissioners, 3 Public Service Commissioners, and executive directors of MDOT, Mississippi Development Authority, and Department of Information Technology Services.

Appoints one Senate-designated and one House-designated co-chair; requires committee formation within 30 days of bill passage, with majority vote needed for quorum and adoption of recommendations.

Members receive no compensation but may be reimbursed for mileage and actual expenses; committee must file reports with proposed legislation or meeting minutes with Secretary of the Senate and House Clerk prior to dissolution.

Committee automatically dissolves on June 30, 2024; may contract for private consulting services if funds are available from Senate and House Contingent Funds.
