Authorizes issuance of state general obligation bonds totaling not to exceed $1,500,000 to fund recreational facility improvements in Claiborne County, Mississippi.

Creates the "2023 Claiborne County Recreational Facilities Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for specified projects.

Allocates funds as follows: $400,000 for Fairgrounds baseball field upgrades; $200,000 for Pattison basketball court replacement; $300,000 for playground replacements at three locations; $300,000 for Hermanville ball field pavilion and bathrooms; $300,000 for Fairgrounds softball field improvements.

Establishes that bonds are general obligations of Mississippi backed by full faith and credit of the state, with interest exempt from state taxation and bonds maturing within 25 years.

Prohibits bond issuance after July 1, 2027, and directs any remaining fund balances after project completion to be applied toward bond debt service.
