Authorizes the State Bond Commission to issue up to $500,000 in general obligation bonds to assist the City of Tupelo with repair, renovation, expansion, and improvements to a building for use as a police command center.

Creates a special fund designated "2023 City of Tupelo Police Command Center Fund" within the State Treasury to receive bond proceeds and disburse them for project costs.

Bonds may be issued at any time before July 1, 2027, with maturity not exceeding 25 years, bearing interest rates in accordance with Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to repay bond principal and interest, with any shortfall paid from the State Treasury.

Bonds and their income are exempt from Mississippi state taxation, and any remaining funds after project completion shall be used for debt service on the issued bonds.
