Authorizes the State Bond Commission to issue general obligation bonds not to exceed $2,500,000 to assist Coahoma County with restriping and overlay of Friars Point Road from Westover Drive to Coahoma Community College.

Creates a special fund designated "2023 Coahoma County Friars Point Road Fund" within the State Treasury to receive bond proceeds and disburse funds for the road project.

Bonds may have interest rates within statutory limits, mature within 25 years, and are backed by the full faith and credit of the State of Mississippi.

Authorizes bond sale by sealed bid at public sale or negotiated sale, with costs of issuance payable from bond proceeds; bond income is exempt from Mississippi taxation.

Expires July 1, 2027, after which no additional bonds may be issued; takes effect July 1, 2023.
