Authorizes issuance of state general obligation bonds not to exceed $1,987,100.00 to fund downtown improvements in the City of Rosedale, Mississippi.

Allocates up to $1,050,000.00 for repair, renovation, and upgrades to the former Bolivar County Health Department building (new City Hall) and current City Hall (new Police Department building).

Allocates up to $937,100.00 for construction and improvements to downtown infrastructure including sidewalks, street lighting, storm sewer, and water infrastructure.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits set in Mississippi Code Section 75-17-101; no bonds may be issued after July 1, 2027.

Creates special "2023 City of Rosedale Downtown Improvements Fund" within State Treasury; unexpended amounts remain in fund and support bond debt service if projects are completed, abandoned, or cannot be completed timely.
