Authorizes the issuance of state general obligation bonds not to exceed $500,000 to fund repair, renovation, upgrades, and improvements to the Union County Courthouse in New Albany, Mississippi.

Creates the "2023 Union County Courthouse Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the courthouse project.

Establishes that bonds shall mature within 25 years from issuance, bear interest at rates not exceeding limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Prohibits bond issuance after July 1, 2027, and directs that any remaining funds after project completion be applied to debt service on the issued bonds.

Bonds and their income are exempt from state taxation and qualify as legal investments for trustees, fiduciaries, banks, and insurance companies organized under Mississippi law.
