Authorizes issuance of up to $3,900,000 in state general obligation bonds to fund construction, furnishing, and equipping of a new Career and Technical Education building at Forrest County Agricultural High School in Forrest County, Mississippi

Funds may also be used for repair, renovation, and expansion of the Agricultural Building and other buildings and facilities on the school's campus

Creates the "2023 Forrest County Agricultural High School Career Technology Education Building Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds may mature up to 25 years from date of issue and must be issued no later than July 1, 2027

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation
