Appropriates $1,013,260.00 from the State Treasury to the State Board of Cosmetology for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 13 permanent positions and 0 time-limited positions for the board.

Establishes performance targets for the board including testing 1,500 students annually, inspecting 80% of establishments per year, and processing 100% of completed applications within ten business days.

Requires the board to adopt policies prohibiting new wigology licenses while allowing existing wig specialist and salon license holders to continue operations under pre-July 1, 2014 requirements.

Limits board meetings to no more than 62 days per year and requires maintenance of detailed accounting and personnel records comparable to fiscal year 2023 standards.
