Appropriates $11,890,911.00 from the State General Fund and $34,133,859.00 from special funds to the Department of Archives and History for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 155 permanent positions and 10 time-limited positions for the department, with restrictions on salary increases and position escalations without additional funds.

Allocates $10,000,000.00 for the Vicksburg Military Park Interpretive Center (contingent on memorandum of agreement with National Park Services), $2,000,000.00 each for Eudora Welty Gardens Project and Natchez Projects, and $100,000.00 for Beauvoir Shrine repairs.

Provides $5,000,000.00 from the Mississippi Community Heritage Preservation Grant Fund for historic county courthouses, school buildings, and other historic buildings; $2,000,000.00 from the Mississippi Historic Site Preservation Fund for nonprofit organization grants.

Authorizes the department to accept and expend grants and donations up to $1,000,000.00 annually for operational costs, with separate reappropriations of $100,000.00 in general funds and $8,096,270.00 in capital expense funds from prior fiscal year authorizations.
