Appropriates $10,774,908.00 from the State General Fund and $3,149,377.00 from special funds for the Mississippi Library Commission for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 46 permanent positions for the commission with restrictions on salary increases, transfers, and use of general funds to replace withdrawn federal or special funds.

Allocates $4,375,139.00 for health insurance costs for full-time library staff in public libraries across Mississippi.

Requires minimum $1,350,000.00 expenditure for the MAGNOLIA Database with an additional $350,000.00 from the Education Enhancement Fund.

Establishes performance targets including 1,350 help desk tickets resolved, 40 continuing education workshops, 120,000 children in summer library programs, and 35,000,000 MAGNOLIA searches.
