Authorizes 7 permanent staff positions for the commission

Allocates $390,000 from the Capital Expense Fund for repairs, renovations to park facilities, road improvements, and equipment purchases

Reappropriates $184,033 in unexpended Capital Expense Funds from the previous fiscal year (originally authorized in HB 1606, 2022 Regular Session)

Requires the agency to maintain detailed accounting and personnel records and prohibits use of state vehicles for non-official business
