Appropriates $75,784,205 from the State General Fund and $1,739,012,851 from special funds to the Department of Human Services for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Authorizes 1,296 permanent full-time positions and 474 time-limited full-time positions for the department

Requires transfer of $1,000,000 to the Department of Health for Child Care Licensure, $250,000 to the Juvenile Facility Monitoring Unit at Department of Public Safety, and provides $1,000,000 for Home Delivered Meals and $100,000 for Senior Olympics

Establishes performance targets including $378,000,000 in child support collections, 2,700,000 home delivered meals, 30,138 children served in early childhood care, and 225,000 average monthly households receiving SNAP benefits

Mandates competitive procurement for TANF subgrant agreements and requires monthly reporting from subgrantees on costs, clients served, and lower-tier subgrantees
