Appropriates $846,380,488 from the State General Fund to the Division of Medicaid for medical assistance and administration for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Provides additional funding of $352,666,905 from the Medical Care Fund, $6,046,663,411 from special funds, and $63,230,003 from the Health Care Expendable Fund, with $9,000,000 designated for CHIP at up to 209% poverty level

Authorizes 868 permanent positions and 82 time-limited positions, with requirements that personal services expenditures not exceed appropriated amounts

Sets performance targets including processing 99.5% of clean claims within 30 days, serving 793,762 Medicaid enrollees, 47,000 CHIP enrollees, and maintaining various Home and Community Based Waiver program slots (22,200 for Elderly and Disabled, 5,800 for Independent Living, 4,150 for Intellectual Disability)

Allocates up to $2,750,000 for dialysis transportation services for eligible end-stage renal disease patients and provides funding for additional waiver program slots including $10,272,676 for 200 IDD Waiver slots through the Department of Mental Health
