Appropriates $131,237,561.00 from the State General Fund and $152,079,359.00 from special funds to the Department of Child Protection Services for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 1,517 permanent positions and 417 time-limited positions for the department.

Allocates specific funds including $93,601.00 for the Mississippi Children's Trust Fund, $250,000.00 for a 24-hour human trafficking hotline, up to $4,500,000.00 for kinship care payments, and $12,341,238.00 combined for adoption assistance, congregate care homes, and foster home maintenance payments.

Reappropriates $10,721,859.00 in Capital Expense Funds for information technology system development from the previous fiscal year.

Permits the department to escalate headcount for operational needs related to Coronavirus State Fiscal Recovery Funds with approval from the Department of Finance and Administration and State Personnel Board.
