Appropriates $48,127,694 from the State General Fund and $510,981,838 from special funds to the Mississippi State Department of Health for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Allocates $28,000,000 for the Trauma Care System, with funds available to out-of-state facilities including Regional Medical Center and Le Bonheur Children's Hospital in Memphis, University of South Alabama Medical Center, and Joseph M. Still Burn Centers in Georgia

Distributes $20,000,000 from the Tobacco Control Program Fund to various health initiatives including $4,250,000 for UMMC Cancer Institute, $3,060,000 for the Public School Nurse Program, and $3,400,000 for the Mississippi Qualified Health Center Grant Program

Allocates $7,843,426 from the General Fund and authorizes 34 time-limited positions for implementing the Mississippi Medical Cannabis Act, with performance targets including approval of 3,000 qualifying patients and 65 licensed medical practitioners

Provides $12,000,000 for the Office of Interpersonal Violence grants, with a minimum of $2,000,000 designated for Children's Advocacy Centers of Mississippi for forensic interviews, and $1,500,000 in emergency funds for the Sharkey-Issaquena hospital and nursing home damaged by severe weather in March 2023
