Appropriates $44,129.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Requires the agency to maintain complete accounting and personnel records in the same format and detail as fiscal year 2023, and submit fiscal year 2025 budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if two or more bids are equal in price, quality, and service, or when making non-competitive purchases.

Requires expenditure of funds in compliance with Mississippi Code Section 27-104-25 and prohibits agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2023.
