Appropriates $595,511.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Appropriates $24,819,687.00 from special funds and other sources available to the commission for fiscal year 2024.

Authorizes 15 total positions: 9 permanent and 6 time-limited, with restrictions on salary increases and requirements that vacancy funds be used for new hires rather than promotions or raises.

Allocates $47,177.00 from the Capital Expense Fund specifically for a Siphon System for maintaining draining watershed lakes across Mississippi.

Authorizes the commission to retain proceeds from equipment sales for purchasing equipment and to receive and expend bond proceeds in accordance with Section 69-27-331 et seq., Mississippi Code of 1972.
