Appropriates $8,042,825.00 from special funds to the Pat Harrison Waterway District for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 58 permanent positions and 0 time-limited positions with restrictions on salary escalations and requirement that FY2025 personal services funding not exceed FY2024 levels unless new programs are added.

Allocates $700,000.00 for park facilities repairs including bath houses and cabins, and $480,000.00 for Little Black Creek Dam repairs.

Requires the district to submit an annual five-year plan, park facilities repair reports with photos by December 1, 2023, and annual audits to the Legislature and Joint Legislative Budget Committee.

Establishes that funds shall be deposited at interest with state depositories at a rate not less than 1% below the bank discount rate on comparable U.S. Treasury bills.
