Approves expenditure of $8,972,651.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2024 (July 1, 2023 through June 30, 2024) to cover bond maturities, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent positions and 0 time-limited positions for the district, with restrictions on salary increases and the requirement that fiscal year 2025 personal services funding not exceed fiscal year 2024 levels unless new programs or positions are added by the legislature.

Requires the district to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2023, with budget requests submitted to the Joint Legislative Budget Committee in comparable format.

Mandates that excess operating funds be deposited with banks selected by the board's directors at interest rates at least equal to state treasury deposit rates, and gives preference to Mississippi Industries for the Blind in competitive bids when terms are equal.

Effective July 1, 2023.
