Appropriates $1,433,696,755.00 from special funds in the State Treasury to the Mississippi Department of Transportation for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 2,803 permanent positions across three offices: Administrative Services, Highways, and Aeronautics and Rails.

Allocates funds by program: $63,002,506 for Administration; $989,253,147 for Construction; $265,889,538 for Maintenance; $79,203,885 for Debt Service; and $36,347,679 for Aeronautics, Rails and other.

Requires minimum $80,000,000 for contracted maintenance overlay and pavement rehabilitation, and establishes $650,000 transfer to Department of Agriculture and Commerce for Beaver Control Program.

Prohibits construction of highway segments less than 10 miles unless Transportation Commission enters justification in official minutes and notifies House and Senate committee chairs within 10 working days.
