Authorizes the State Bond Commission to issue up to $300,000 in general obligation bonds to assist the City of Clarksdale with improvements to Sasse Park.

Bond proceeds shall fund construction, repair, renovation, and improvements to Sasse Park facilities including tennis courts, skate ramp, aquatic center, amphitheater, gazebos, outdoor fitness court, playground equipment, botanical garden, walking trails, and memorial trees.

Creates a special fund designated "2023 City of Clarksdale Sasse Street Park Improvements Fund" within the State Treasury to receive bond proceeds and disburse them for the authorized park improvements.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits set in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Bond issuance authorization expires July 1, 2027; any remaining fund balance after project completion shall be applied to pay debt service on the bonds.
