Authorizes issuance of up to $1,105,000,000 in state general obligation bonds to fund improvements at the Lynn Meadows Discovery Center in Gulfport, Mississippi

Creates the "2023 Lynn Meadows Discovery Center Improvements Fund" as a special fund within the State Treasury to receive and disburse bond proceeds

Funds may be used for construction, renovation, repair, expansion, equipment, exhibits, and infrastructure improvements at the center, as well as real estate purchases

Bonds must be issued before July 1, 2027, with a maximum maturity of 25 years from date of issue

Bonds are tax-exempt general obligations backed by the full faith and credit of the State of Mississippi
