Authorizes issuance of state general obligation bonds up to $875,000 to fund construction, repair, renovation, equipping, expansion, and upgrades to the Lynn Meadows Discovery Center in Gulfport, Mississippi.

Creates a special fund called the "2023 Lynn Meadows Discovery Center Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from issue date with interest rates not exceeding limits set in Mississippi Code Section 75-17-101, with full faith and credit of the state pledged for repayment.

State Bond Commission authorized to sell bonds through sealed bids at public sale or negotiated sale, with costs of issuance and sale paid from bond proceeds.

No bonds may be issued under this act after July 1, 2027; bonds and income earned are exempt from Mississippi state taxation.
