Appropriates $2,000,000 from the Coronavirus State Fiscal Recovery Fund to the City of Jackson's Department of Planning and Development for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Funds designated for acquisition, demolition, and/or removal of blighted properties within the city

Requires the city to certify each expenditure complies with U.S. Department of Treasury guidelines for American Rescue Plan Act (ARPA) funds before disbursement

City must verify that recipients have not received reimbursement from other sources, including insurance, for the same expenses

If federal inspectors determine funds were used improperly and Mississippi must repay the federal government, the city or recipient responsible for the improper use must reimburse the state
