Authorizes issuance of state general obligation bonds totaling up to $2,500,000 to assist the City of Jackson with demolition of Fire Station 5 and construction of a new fire station with related structures and facilities on North State Street.

Permits acquisition of a large ladder truck as part of the project; bonds may not exceed $850,000 per fiscal year and must be issued by July 1, 2027.

Creates a special fund designated "2023 City of Jackson - Fire Station 5 Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Establishes that bonds are general obligations of the State of Mississippi backed by full faith and credit; interest is exempt from state taxation and bonds mature within 25 years at rates not exceeding limits in Mississippi Code Section 75-17-101.

Directs the State Bond Commission to issue bonds through sealed bids at public sale or negotiated sale, with costs of issuance and sale paid from bond proceeds; unused fund amounts apply to debt service after project completion.
