Mandates registration of vehicles with the city clerk, who will issue a decal to be displayed on the left rear fender; registration remains valid as long as the owner retains the vehicle

Prohibits travel on Kimberly Clark Road (Alcorn County Roads 206, 106, and 106A) except for crossing or participating in city-approved parades

Imposes fines up to $500 for operating without a valid decal, and allows the city to revoke permits after three or more violations within one year
