Exempts sales of books at the Mississippi Book Festival from sales tax during a period beginning at 9:00 a.m. on Friday during the festival and ending at 12:00 noon the following Sunday.

Exempts sales of books at new bookstores in Mississippi from sales tax during the same period corresponding with the Mississippi Book Festival, where a "new bookstore" must have more than 60% of its inventory consisting of new physical books.

Exempts sales of tangible personal property or services to Veterans Outreach from sales tax.

Effective July 1, 2023, with a provision stating the act shall be repealed on June 30, 2023 (creating an apparent contradiction in the effective date language).
