Authorizes Coahoma County Board of Supervisors, acting as trustees of the Coahoma County Reserve and Trust Fund, to withdraw up to $500,000 from the fund's corpus component to supplement the county general fund for fiscal year 2022-2023 due to nonpayment or delayed payment of lease obligations by Delta Health Systems or its assignee.

Requires any lease payments subsequently received from the Northwest Mississippi Regional Medical Center lease (dated December 28, 1995) to be repaid to the fund as restitution for the withdrawal.

Suspends annual earnings component disbursements to the county general fund until the corpus component is fully replenished to its pre-withdrawal amount; all income shall be retained and added back to corpus during repayment period.

Modifies the existing Coahoma County Reserve and Trust Fund framework established in 2013 (with amendments in 2014 and 2019) to permit this emergency corpus withdrawal for fiscal year 2022-2023 only.
