Appropriates $0.00 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration, Bureau of Building, Grounds and Real Property Management for capital projects at state-owned buildings and grounds for fiscal year 2024.

Requires the department to determine that expenditures are eligible under Section 602 of the federal Social Security Act as amended by the American Rescue Plan Act of 2021 before disbursing any funds.

Mandates the department ensure no recipient receives reimbursement for the same expense from other sources of funds, including insurance proceeds.

Requires compliance with the Single Audit Act and federal Uniform Guidance provisions regarding internal controls, sub-recipient monitoring, and audit requirements.

Establishes that if federal inspectors determine funds were spent improperly, the department or recipient responsible must repay the State of Mississippi for federal repayment obligations.

Takes effect July 1, 2023.
