Appropriates $6,000,000 from the Coronavirus State Fiscal Recovery Lost Revenue Fund to the University of Mississippi Medical Center for repair, renovation, and equipment acquisition for the adolescent psychiatric program facility during fiscal year 2024.

Requires UMMC to verify that each expenditure qualifies as a necessary expense under Section 602 of the federal American Rescue Plan Act of 2021 and that recipients have not received reimbursement from other sources.

Mandates UMMC compliance with the Single Audit Act and Uniform Guidance requirements for internal controls, sub-recipient monitoring, and audit requirements.

Requires UMMC to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Establishes that UMMC or any recipient determined by federal inspectors general to have improperly expended funds must repay those amounts to Mississippi for return to the federal government.
