Appropriates funds from the Coronavirus State Fiscal Recovery Lost Revenue Fund to the State Department of Health to provide funding for Mississippi Baptist Medical Center in Jackson to establish a burn center or unit for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Requires Mississippi Baptist Medical Center to enter into a written agreement with the State Department of Health, stipulating repayment to the state if funds are used for unauthorized purposes

Mandates the Department of Health verify that all expenditures comply with Section 602 of the federal Social Security Act as added by the American Rescue Plan Act (ARPA) before disbursing funds

Requires fund recipients to certify compliance with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund usage

Holds the department or recipient liable to repay the State of Mississippi if federal inspectors determine funds were improperly used and require federal repayment
