Appropriates $6,000,000 from the Coronavirus State Fiscal Recovery Lost Revenue Fund to the University of Mississippi Medical Center for repair, renovation, and equipment acquisition for the adolescent psychiatric program facility through June 30, 2024.

Requires the medical center to determine that each expenditure qualifies as necessary under Section 602 of the American Rescue Plan Act of 2021 and that recipients have not received reimbursement from other sources.

Mandates the medical center certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Makes the medical center or recipient liable to repay Mississippi if federal inspectors determine funds were spent improperly and the state must repay the federal government.

Requires compliance with the Single Audit Act and federal Uniform Guidance regarding internal controls, sub-recipient monitoring, and audit requirements.
