Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist Perry County, Mississippi, with improvements at Sportsman Lake

Funds will be used to reconstruct the principal and emergency spillways of Sportsman Lake Dam to meet Department of Environmental Quality high hazard dam design standards

Additional projects include construction of a recreation community center, a nature/walking trail, and updates to recreational vehicle parking areas and boat ramps

Creates the "2023 Perry County Sportsman Lake Projects Fund" within the State Treasury to hold bond proceeds, with unexpended amounts carrying forward rather than lapsing to the General Fund

Bonds must be issued before July 1, 2027, with a maximum maturity of 25 years from date of issue and are exempt from all state taxation
