Authorizes the issuance of state general obligation bonds not to exceed $400,000 to fund construction, furnishing, and equipping of a new Mississippi State University Extension Office in Greene County.

Creates a special fund titled "2023 Greene County Mississippi State University Extension Office Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from issuance, bear interest at rates not exceeding statutory limits, and are backed by the full faith and credit of the State of Mississippi.

Authorizes the State Bond Commission to issue bonds by sealed bid at public sale or by negotiated sale, with notice published in Jackson-area newspapers at least 10 days before the sale date.

No bonds may be issued after July 1, 2027; after project completion or abandonment, any remaining fund balances shall be applied to pay debt service on the bonds.
