Authorizes the Scenic Rivers Development Alliance (SRDA), a multi-county economic development alliance in Pike, Amite, Walthall, Franklin, and Wilkinson Counties, to create nonprofit special purpose entities such as LLCs, partnerships, or corporations

Special purpose entities created under this act are explicitly designated as private companies, not governmental entities, and are excluded from Mississippi Tort Claims Act protections, public records requirements, and open meetings laws

SRDA retains full control, management, and governance authority over any special purpose entity, including sole authority to bind entities by contract, mortgage, or other obligations

Special purpose entities may secure federal and state grants, incur debt, and purchase or sell property without requiring separate ratification from SRDA or its member counties

Officers, directors, partners, or managers of special purpose entities are not considered public officers, and legal recovery against these entities is limited to assets owned by the entity itself
