Authorizes the Tunica County Utility District to set its own rates for water and sewer services without oversight or regulation by the Mississippi Public Service Commission

Requires the district to still obtain a certificate of convenience and public necessity from the Public Service Commission for operation of water and/or sewer systems

Amends existing local and private laws governing the Robinsonville-Commerce Utility District (which may be renamed Tunica County Utility District) that was originally established in 1996

Maintains all other existing powers and authorities of the utility district, including the ability to issue bonds, levy special assessments, acquire property, and enter into contracts with government entities
