Expands the Kemper County Gas District into the Kemper County Utility District, authorizing it to provide additional public utility services including drinking water, storm water, wastewater, and sewerage beyond its original natural gas authority

Prohibits the district from providing utility services in areas where another entity already holds a certificate of public convenience and necessity from the Mississippi Public Service Commission

Grants the district broad powers to acquire, construct, operate, and manage utility facilities, including authority to enter franchise agreements, acquire property through purchase or eminent domain, and establish rates and fees for services

Allows existing utility providers holding certificates of public convenience and necessity to voluntarily transfer their powers, duties, assets, and debts to the district through a petition process with the Public Service Commission

Authorizes the district to issue revenue bonds up to $10,000,000 and establishes an appeals process where aggrieved persons may appeal district decisions to the Kemper County Board of Supervisors
