Authorizes Jackson County Board of Supervisors to assume rights and obligations under a memorandum of understanding with the Mississippi Department of Finance and Administration for developing the Singing River Healthcare Workforce Academy

Grants the Board authority to acquire, develop, and maintain real estate and facilities for the healthcare workforce academy, including construction of roads, utilities, and related infrastructure

Permits the Board to sell, lease, or dispose of academy property to public or private entities, with lease terms limited to 15 years with renewal options for additional 15-year periods

Authorizes issuance of bonds for construction and operation of the academy, exempt from state income taxation and debt limit calculations; property owned by the county for the academy is tax-exempt

Allows the Board to accept grants and loans from state and federal agencies, enter contracts with municipalities and economic development organizations, and expend county funds to promote healthcare workforce development
