Authorizes the City of Olive Branch to acquire, buy, sell, lease, and dispose of property within designated sections (Sections 19, 20, 28, 29, 30, and 31, Township 1 South, Range 5 West) for industrial, technological, or educational parks

Permits the city to develop infrastructure including streets, roads, water systems, sewerage, natural gas, drainage, utilities, and fire suppression systems to support projects within the designated area

Allows the city to negotiate property transactions with private entities, educational institutions (including Northwest Mississippi Community College and DeSoto County School District), and government agencies without public bidding requirements

Authorizes financing through general obligation bonds, revenue bonds, tax increment financing bonds, or special assessment bonds, and permits acceptance of grants and donations from public or private sources

Lease agreements and other property arrangements may extend up to 99 years and remain binding on future city governing authorities
