Creates the Mississippi Department of Labor effective July 1, 2023, with five administrative offices: Employment Security, Job Development and Training, Industry Service and Industry Start-up Training, Employee Relations and Job Discrimination, and Disabled Employee Assistance.

Abolishes the Mississippi Department of Employment Security and transfers all duties, powers, equipment, supplies, records, and appropriated funds to the new Office of Employment Security within the Department of Labor.

Establishes an elected Commissioner of Labor position to serve as the department's chief officer, elected at the general election in 2023 and every four years thereafter; Governor appoints interim commissioner from July 1, 2023 until the 2023 election.

Sets the Commissioner of Labor's annual salary at $90,000.00 through December 31, 2023, and $120,000.00 from January 1, 2024 forward.

Adds the Commissioner of Labor to the list of elected state officials and establishes primary election filing fees of $500-$2,500 and independent candidate fees of $500 for the position.
