Lowers the disability rating threshold for motor vehicle and motorcycle license plates from 75% to 100% permanent service-connected disability OR at least 80% nonpermanent service-connected disability for eligible Mississippi veterans.

Veterans meeting the new disability thresholds may purchase up to 2 motor vehicle license plates or tags and 1 motorcycle license plate or tag annually for $1.00 total cost per plate or tag.

Veterans with 80% nonpermanent service-connected disability must provide an updated benefits letter from the Department of Veterans Affairs at renewal to confirm their rating has not dropped below 80%.

Modifies Section 27-19-56.444 to exclude veterans with 100% permanent or 80% nonpermanent service-connected disability from the standard distinctive license tag program, as they now qualify for the special plates under Section 27-19-53.

Maintains exemptions from ad valorem and privilege taxes for vehicles and motorcycles registered under the disabled veteran plates, and extends survivor benefits to unmarried spouses of eligible deceased veterans.
