Extends the repealer date for Festival Wine Permits from July 1, 2023 to July 1, 2026, allowing wine manufacturers to sell sealed bottles and provide samples at festivals with three or more vendors

Authorizes package retailers to sell "edibles" (fruits and foods submerged in alcohol) in addition to their existing inventory of alcoholic beverages, mixers, and accessories

Permits on-premises retailers located on Jefferson Davis Avenue within one-half mile north of U.S. Highway 90 to serve alcoholic beverages via drive-through delivery to patrons in vehicles, if located in a leisure and recreation district

Adds a new distance restriction exemption allowing sale and storage of alcoholic beverages at a building located approximately 1.6 miles north of the intersection of Mississippi Highway 15 and Highway 4 on the west side of Highway 15

Extends related repealer dates to July 1, 2026 for exceptions allowing Festival Wine Permit holders to bypass the Department of Revenue wholesale distribution requirements and for distillers/wine manufacturers to hold financial interests in wine festival permits
