Maintains existing provisions allowing statewide referendums among cotton growers to levy assessments up to $1.00 per acre for data collection programs or up to $12.00 per acre for boll weevil eradication programs

Requires at least 20% of registered cotton growers to vote in any referendum, with a majority approval needed for passage

Assessments collected are deposited into the Mississippi Boll Weevil Management Corporation Trust Fund in the State Treasury, with unexpended funds and interest divested to the corporation at fiscal year end
