Extends the repealer date on Mississippi's building energy efficiency standards from July 1, 2023 to July 1, 2026, requiring certain commercial and public buildings to meet ASHRAE Standard 90.1-2016 for energy-efficient construction

Updates the applicable energy code standard from ASHRAE 90.1-2010 to the newer 90.1-2016 version for building heating, cooling, and lighting systems

Prohibits state, county, and municipal building codes from banning or limiting the use of refrigerants that have been designated as acceptable substitutes under federal law (42 USC 7671k)

Applies energy standards to commercial buildings, public assembly facilities, hotels, retail establishments, and government-owned buildings, while exempting mobile homes, privately-owned non-commercial buildings, and federal buildings

Authorizes local governing authorities to enforce energy standards and establish inspection fees up to $150 for thermal and lighting compliance inspections
